City: Gear Up For Action! is the kind of product that blurs the line between LEGO® set and branded merchandise, and not in a good way. Thirty-five pieces, no minifigures, and a format built around sticker activities means the brick-building experience is almost beside the point. The price grades out at a B, which is about the only genuinely kind thing to say here — it's not a rip-off, it just isn't much of a set. Kids who love the City theme might get a single afternoon out of it, but there's nothing here that sticks. No shelf moment, no satisfying build, no character to remember it by.
