The Full Take
City: Gear Up For Action! is a promotional book set, which means the calculus here is totally different from a standard retail release. The 35-piece count and single minifig aren't meant to carry the weight of a full set — they're a bonus for flipping through LEGO® City building ideas. As a standalone purchase it lands squarely at C territory: not broken, not exciting. The price grades out at a B because these tend to move cheap, and you're technically getting a book's worth of inspiration on top of plastic. Whether that trade-off works depends entirely on who's opening it.
