City: Hospital Heist! is a LEGO®-branded activity book, and that context matters before you judge the brick count. The 41 pieces included are meant to complement puzzles and stories on the page, not stand alone as a display piece or play experience. With no minifigs and a build that clocks in fast, there's not much here for someone who picked this up expecting a traditional set. The book itself might be charming for a young City fan, but as a LEGO® product it leans almost entirely on the reading experience to carry its weight. Strip that away and you're left with very little — which is exactly why this lands at a C-.
