Carl Confidential's Diving Scooter is exactly what it looks like: a polybag-tier side character from the City underwater line, built in under five minutes and forgotten shortly after. The single minifig is the real draw here, and even then it's not a standout. Twenty pieces means the build is over before it begins, which tanks the experience regardless of how you're approaching it. There's nothing technically clever happening, no shelf presence to speak of, and the resale trajectory is about as flat as the ocean floor. This one exists to pad out a theme, not to headline it. Skip it unless Carl specifically needs to be in your collection.
