The Digger is a City polybag that exists mostly to exist. Twenty-one pieces and one minifig don't add up to much play, display, or build satisfaction, and the price per set is hard to justify when bigger, better City sets sit right next to it. The build takes maybe four minutes, the finished model is tiny and shelf-forgettable, and there's nothing clever or surprising in the bag. Polybags can work as gifts or stocking stuffers, but only when the value feels right — this one doesn't clear that bar. It scores a D overall, and the grades across every lens back that up.
