This is one of those sets that exists purely to fill shelf space at a gas station or airport gift shop. Thirty-one pieces gets you a stubby little helicopter that looks unfinished from every angle, and the lone police minifig isn't doing enough to carry it. The build takes maybe ten minutes on a slow day, and there's nothing clever or surprising waiting inside the box. For kids, the play life is short — this kind of micro-scale vehicle rarely survives more than a week of real use. It's not the worst impulse buy in the City lineup, but it's close, and the price is tough to justify against what you actually get. A D is the right call here.
