Harl Hubbs and his tamping rammer is exactly what it looks like: a promotional filler polybag with 20 pieces and a single minifig doing construction work nobody asked to display. The build wraps up in under two minutes and leaves almost nothing behind worth keeping on a shelf. Harl himself is fine — a solid City worker minifig — but the accessory is barely a build. These kinds of sets exist to move product at checkouts and gas stations, not to satisfy anyone who actually cares about LEGO®. The D grade lands right where it should.
