This City race car promo is the kind of set that exists to fill a bag, not a shelf. Thirty-eight pieces means the build is over almost before the instructions are open, and what's left behind is a compact little car that struggles to command any space on its own. The single minifig is fine, but one driver does not a racing scene make. There's nothing technically wrong here — it's a LEGO® set, bricks connect, car rolls — but 'technically a set' is a low bar. Grab it if it came free with something else; hunting it down on purpose is a tougher sell.
