Ninjago polybags like this one exist to fill a slot, not to impress. Twenty-four pieces and a single minifig gives you maybe ten minutes of building before you're staring at something you're not sure where to put. The build itself won't teach you anything new, and the display footprint is too small to anchor even a corner of a shelf. For the price it's not highway robbery, but it's the kind of set where 'fine' is the ceiling. Kids who are deep into Ninjago might smile at the minifig, but the play value runs dry fast. A C- isn't a disaster — it's a shrug.
