City trains are supposed to make you feel something, and the Harbour Freight Train has the bones of a great set — dockside theme, rail action, industrial scenery. But $110 for 803 pieces and four minifigs is a stretch that the set doesn't quite justify with wow moments. The build looks solid without being clever, and the harbour setting adds some character that a plain rail yard wouldn't. Four minifigs is respectable for the scale, though none of them are going to be the reason anyone buys this. It's not a bad set — it's just a C+ in a category where LEGO® has delivered A-tier before. If you're a City collector filling out a rail layout, it fits. Everyone else can wait for a sale.
