The Harbour pulls off something City sets rarely do: it feels like a place. The modular layout gives you a lighthouse, dockside crane, and a vessel that all read as a coherent waterfront rather than a pile of props. Eight minifigs keep the scene alive, and the build has enough variety that it never drags. The catch is $109.99 for a set that competes visually with older harbour builds that regularly hit clearance. Resale potential is soft — City sets at this price point tend to sit long before they move on the secondary market. If the harbour theme calls to you, this is a solid B, just not a bargain.
