City helicopter sets live and die by whether they feel like *something* or just filler, and this one lands somewhere in the middle. The build is clean and recognizable — rotating rotors, a side door that opens, the kind of detail kids immediately understand. Three minifigs give you a crew to work with, which is more than some sets at this price bother to include.
