City's Penguin Slushy Van is exactly what it says on the tin: a tiny food-truck build, a penguin-suited vendor, and not much else. The van itself is charming in that minimal, Saturday-morning-cartoon way, and the color palette is clean enough to sit on a shelf without embarrassing itself. But LEGO® is asking nearly twenty dollars for a build that wraps up before you've finished your coffee, and that's where the goodwill starts to drain. The penguin minifig is the clear star — distinctive enough that it'll get pulled out of the set and end up somewhere else entirely. For kids it actually works: small hands, fast payoff, a goofy concept they'll love. The grown-up buyer, though, is going to feel the price pinch the moment the box is empty.
