City sets live and die by how much story they give you out of the box, and this one shows up with a full cast: patrol boat, criminal hideout, a chase already in progress. The build itself is compact but layered — the dock structure has more going on than the price tag implies. Two minifigs is lean, but the scenario design compensates by making each one matter to the play. It won't dominate a shelf, but it's not trying to; it's trying to be the set a kid asks for by name after seeing it once. At $39.99 it sits in that sweet spot where parents don't flinch and kids don't feel shortchanged. The A- is well earned — this is City doing what City does best.
