The Fire Helicopter wants to be a quick, feel-good entry point into City, and the two-minifig pack-in at this price tier is a legitimately nice touch. The problem is that 53 pieces don't leave much room for a build that feels complete — the helicopter is skeletal at best, more suggestion than model. A C- overall reflects a set that's fine in theory and underwhelming in practice. Kids might spin the rotors for a day; display collectors will pass immediately; builders will be done in under ten minutes with little to show for it. The value floor here is rough — this is the kind of set that clearances out fast and goes nowhere after retirement. It fills a peg, ships some minifigs, and mostly stays out of the way.
