People Packs live or die by their minifig haul, and 14 figures with fair accessories gives this set a real purpose in any City layout — the midway games, cotton candy stand, and balloon vendor add genuine scene-setting texture. The build itself is light, barely there really, since the point was always the people and props rather than a structure worth lingering over. At $39.99 it's priced a tick high for what's physically in the box, but if you're building out a City crowd scene it saves you from buying four sets just to populate the bleachers.
