Four minifigs for $40 in City is not a given — LEGO® regularly ships one or two at this price and calls it a day. The parachute arrest concept is goofy in the best way: cops dropping from the sky to catch a crook makes for instant scenario-building on a carpet or shelf. The build itself isn't technically demanding, but it delivers a lot of set — helicopter, crook's hideout corner, and accessories — without feeling padded. At A+ on price, this is one of the easier City purchases to justify. The shelf story is a little busy but complete, and kids won't care; they'll just want to drop the figures from the highest point they can reach. Where it stumbles is resale — appreciation sits near the floor, so this is purely a buy-to-enjoy proposition.
