City sets live or die by their scenario, and this one nails it: a criminal bolting downriver on a raft while a police chopper closes in, with a crocodile lurking below for good measure. The build itself is modest — 126 pieces doesn't give you a lot to work with — but the layout reads clearly as a scene, which matters more than part count at this price. Two minifigs is the minimum for any chase, and you get exactly that, plus the croc as a bonus character kids will immediately weaponize. It's not a shelf centerpiece and it won't make an investor rich, but as a under-$20 City set it delivers more story than most. The B+ comes from the set doing exactly what it promises without padding or gimmick.
