People Packs were LEGO®'s answer to a real problem: City sets always had too few people and too much stuff. This beach edition leans all the way into that fix, shipping fifteen distinct characters with beach-specific accessories that no other set was handing out. The variety is wild — different body types, skin tones, outfits, and a dog — which made it instantly essential for anyone building a lived-in City layout. There's barely a 'build' here in the traditional sense, and that's fine, because the build isn't the point. At forty dollars for this headcount, LEGO® priced it in a spot where buyers didn't really argue. The secondary market has cooled since it had its moment, so it's a set you buy to USE, not to stash.
