Fifteen minifigs at $39.99 is the whole pitch, and it's a strong one. The People Pack format was LEGO® at its most practical: skip the elaborate build, load up on characters. This beach wave of that format delivered lifeguards, tourists, kids, and enough variety to populate an entire coastal scene. The builds are minimal — a snack cart, a few accessories — so if you came for construction, you'll leave wanting more. But as a minifig resource for City layouts or MOC scenes, it's nearly unmatched. The B+ overall is fair: it's excellent at exactly one thing, and that one thing is genuinely excellent.
