Four minifigs is a genuinely strong return for a set this compact, and the figures themselves are the whole point — handcuffs, a speed gun, a megaphone, the little details that make a police station feel lived-in. The build is basically nonexistent, which is fine because nobody's buying this for the build. What stings is the $12.99 ask for 42 pieces; at that price, you're paying a premium for convenience and the minifig density, not for value in any traditional sense.
