This is a City accessory pack through and through: no minifigs, no centerpiece, just a handful of street furniture and civic odds and ends. At $9.99 it's hard to argue with the entry cost, and builders mining it for parts get a reasonable haul of small-scale urban elements. The trouble is there's nothing here that sticks — no clever technique, no display anchor, nothing a kid fixates on. It's filler, and it knows it's filler. The C+ score is generous in some ways and earned in others, mostly carrying that price tag's water. Buy it to pad a city layout; don't expect it to be anything more than that.
