City polybags tend to exist to fill checkout lanes, and Dog Park and Scooter lands squarely in that tradition. The concept has charm — a little dog, a scooter, a sliver of urban life — but 24 pieces can't deliver on what 'dog park' implies. The build takes minutes, leaves almost nothing to display, and plays out fast for any kid old enough to want more. At its price point it's hard to be angry, which is probably the nicest thing you can say. A C- feels right: it's not broken, it's just thin.
