A fire department water scooter is a fine concept, but 34 pieces doesn't give it anywhere to go — this is polybag territory dressed up as a set.

The Full Take
The premise is solid: a firefighter on a water scooter is exactly the kind of City scene kids draw on their own. The problem is execution — 34 pieces means you're basically building a minifig stand with a hull. There's nothing wrong with it per se, but nothing memorable either. The single minifig is fine, the scooter reads as a scooter, and then it's over. For the price, it's not a rip-off, but it won't linger in anyone's collection. A D+ feels right: it exists, it functions, and that's about as far as the compliments go.
