The Full Take
This City polybag exists to fill a checkout lane, not a collection. Thirty-seven pieces gets you a car-shaped object and one minifig, which is fine as far as polybags go, but the build is over before it begins. The model reads as a police car from a distance and not much more up close. There's no clever part usage, no standout detail, nothing that makes you pause mid-build. As a free gift-with-purchase it's a perfectly acceptable bonus; as a deliberate buy it's hard to justify at almost any price. The D score is a fair landing spot for something this thin.
