Police Water Plane is exactly what a City polybag should be: cheap, clear, and fun enough to justify the impulse grab at checkout. The seaplane reads well despite 48 pieces — the shape holds together and the minifig feels complete. There's nothing here that will blow anyone away, but there's nothing offensively lazy either. A C+ is a fair landing: it does the job without doing anything memorable. Pick it up when you see it, enjoy it, and don't lose sleep over it.
