Fire Vehicle is one of those sets that exists mainly to occupy shelf space at checkout lanes and gas stations, not to justify its price tag. The 3-in-1 format is Creator's whole identity, but with only 28 pieces you're not getting three interesting builds — you're getting three variations on a tiny red thing. There's a charm to small Creator sets, and kids who love fire trucks will find something to smile at here, which is why the love grade is the only one that doesn't embarrass the box. The price grade is an F, which means for what lands in your hands, the number on the sticker is hard to defend. No minifig, barely any build, and a part count that wraps up before you've settled in. Skip it unless it's deeply discounted or a last-resort gift with a tight budget.
